About the Explosive Weapons Monitor

The Explosive Weapons Monitor - a research initiative of the International Network of Explosive Weapons (INEW) - conducts research and analysis on harms from and practices of explosive weapon use and monitors the universalisation and implementation of the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas. 

Explosive Weapons Monitor 2023

In towns and cities across the world in 2023, civilians experienced an unprecedented level of harm from the use of explosive weapons.

This report takes stock of harm to civilians from the use of explosive weapons across the globe in 2023 and identifies the state and non-state actors reportedly responsible for this use. It also reports on actions taken by states towards addressing this harm to civilians through the universalization and implementation of the Political Declaration. 

Fragments

The Explosive Weapons Monitor Quarterly Series - Fragments - is a collection of articles that address topics related to the use of explosive weapons in populated areas and contribute research to or report on developments and news relevant to this issue area. It aims to reach a combination of specialised audiences familiar with the issue of explosive weapons in populated areas, including those affected by explosive weapons use, as well as the community of practice working to address the impacts of explosive weapons through the Political Declaration.

Stakeholders working within the framework of the Political Declaration, in collaboration with health actors in conflict, have a responsibility to ensure that all possible steps are taken to mitigate preventable death and impairment among civilian casualties from the use of explosive weapons in populated areas.
